This is purely your call of course and it's only my opinion, and one person's at that; I would recommend making the "Welcome" area it's own forum, rather than a sub of the Off-topic.

I'd consider what we have here a social-community, rather than a resource community. Just by nature that makes the Introductions section a very important part of this community. A more prominent display of that forum, may also give other new members here the idea of a greater value in that area.

Currently it's slightly tucked away in a 'corner' so to speak.

I second that idea. :)

I'll give it a try - this was something I really agonised over when first drawing up the structure of the forums - whilst ideally I want the welcome forum to be on the front page, I also want the front page to be as sharp, concise and to the point as possible, with as little clutter as I can possibly get away with.

I eventually decided that as I'm not anticipating it being a particularly high-traffic area that I'd put it as a sub-forum in OT. I see your point though, and I'll give it a try for a couple of weeks on the front page. See if it grows on me, and if not, I can always move it back.
